Minutes of a City Council Meeting

City Hall, 1750 Maharishi Center Avenue

Present: Mayor Rogers Badgett, Councilmembers Chris Johnson, Steve Boss, Kara Anastasio, Leslee Goldstein, Marty Hulsebos (All by Zoom as it was impractical to attend in person due to the on-going concern by the council for the COVID-19 Pandemic)

Absent: None

Present in Addition: Dr. Kent Boyum, Loraine Przybylski

Mayor Badgett called the meeting to order.

  1. Silence—Three minutes of silence was taken.
  2. Public Comments—Debbie and Richard Thompson informed Council of their inability to secure a mortgage for property at Prairie Village, which is contingent upon approval of the new subdivision. Carol Morehead offered to hold yoga classes at the City Hall & Community Center. Richard Walbaum expressed his view on the use of glyphosate and its infringement of liberties under natural law.
  3. Minutes—Anastasio moved, Goldstein seconded, to approve minutes from a meeting held on April 13, 2022; Ayes: Johnson, Boss, Anastasio, Goldstein, Hulsebos; Nays: none. Goldstein moved, Hulsebos seconded, to approve minutes from a meeting held on April 18, 2022; Ayes: Johnson, Boss, Anastasio, Goldstein, Hulsebos; Nays: none.
  4. Receipts and Claims—Anastasio moved, Hulsebos seconded, to approve the report. Ayes: Johnson, Boss, Anastasio, Goldstein, Hulsebos; Nays: none.
  5. Treasurer’s Report—Postponed.
  6. Utilities Report—Dr. Boyum reported on maintenance of sewer lift station at 1900 Capitol Blvd., submission of the project and expenditure report for State and Local Fiscal Recovery Funds, ongoing discussions with Ideal Energy on solar meter design, and compounds tested by Wapello Rural Water Association.
  7. Roads Report— Boyum reported that he will inspect the City roads with Mayor Badgett.
  8. Destination Iowa Grant Application Report— Boyum reported on the informational webinar held by Iowa Economic Development Authority.
  9. Consider Approving Lynch Dallas, P.C. for City Attorney Services and Patrick O’Connell as New City Attorney—Johnson moved, Boss seconded to approve hiring Lynch Dallas, P.C. for city attorney services and Patrick O’Connell as new city attorney. Ayes: Johnson, Boss, Anastasio, Goldstein, Hulsebos; Nays: none.
  10. Consider Amending Agreement with Current City Attorney—Goldstein moved, Hulsebos seconded to approve amending the agreement with the current city attorney after Mr. Johnson contacts him. Ayes: Johnson, Boss, Anastasio, Goldstein, Hulsebos; Nays: none.
  11. Consider Approving Issues Suggested by Community and Economic Development Committee for Potential Legal Assistance from New City Attorney— Johnson moved, Goldstein seconded, to authorize Mr. Boss to submit issues from the Community and Economic Development Committee to the city attorney for a cost estimate of associated legal services. Ayes: Johnson, Boss, Anastasio, Goldstein, Hulsebos; Nays: none.
  12. Discuss Process for City Attorney Engagement—Johnson moved, Goldstein seconded, to authorize Mr. Boss to submit issues from Committees to the city attorney for up to a maximum of five hours of legal services. Ayes: Johnson, Boss, Anastasio, Goldstein, Hulsebos; Nays: none.
  13. Consider Distribution of Jyotish Consultation Report—Goldstein moved, Anastasio seconded, to make the 2022 Jyotish Consultation Report available at City Hall upon request to the city clerk. Ayes: Johnson, Boss, Anastasio, Goldstein, Hulsebos; Nays: none.
  14. Discuss Use of Glyphosate on Farmland at Jasmine Lane—Postponed.
