Minutes of a City Council Meeting

Wednesday, September 28, 2022, 7:00 PM

City Hall, 1750 Maharishi Center Avenue

 

Present: Mayor Rogers Badgett, Councilmembers Steve Boss, Leslee Goldstein, Marty Hulsebos (In person and by Zoom as it was impractical for all to attend in person due to the on-going concern by the council for COVID-19.)

Absent: Chris Johnson, Kara Anastasio

Present in Addition: Dr. Kent Boyum, Loraine Przybylski

 

Mayor Badgett called the meeting to order.

  1. Silence—Three minutes of silence was taken.
  2. Minutes—Hulsebos moved, Goldstein seconded, to approve minutes from a meeting held on September 14, 2022; Ayes: Boss, Goldstein, Hulsebos; Nays: none.
  3. Receipts and Claims—Goldstein moved, Hulsebos seconded, to approve the report. Ayes: Boss, Goldstein, Hulsebos; Nays: none.
  4. Treasurer’s Report—Postponed.
  5. Utilities Report—Dr. Boyum reported.
    • Solar—MVC Solar Project Development Request for Proposal was sent to three solar companies. Responses due by October 12.
    • Sewer—Report of sewer smell near the Capitol Building, possibly from the sewer plant nearby.
    • Water—Preliminary meeting held with Dr. Boyum and Aaron Pickens, Environmental Specialist Senior, Iowa DNR to discuss expansion of City’s Public Water Supply.
  6. Scheduling Meeting with Aaron Pickens, Environmental Specialist Senior, Iowa DNR—Council discussed possible dates for a special City Council meeting to meet with Mr. Pickens to discuss expansion of City’s Public Water Supply.
  7. Pandit Campus Sewer Analysis—Mr. Boss reported that analysis of the pandit campus sewer rates is in-progress and will be presented to the Community and Economic Development Committee before Council.
  8. Developer Interested in Building Small Planned Community in Jefferson County—Ms. Przybylski reported that the Maharishi Vastu office called regarding City Code of Ordinances for a developer interested in building a small planned community in Fairfield, Maharishi Vedic City, or Jefferson County.
  9. Committee Reports—Recreation and Beautification Committee: Mr. Hulsebos reported that resident Helen Toomey reported a safety concern where the City Trail system crosses a small creek and Council discussed.
  10. Other Business—None
