Minutes of a Special City Council Meeting

Wednesday, October 27, 2022, 2:00 PM

City Hall, 1750 Maharishi Center Avenue

Present: Mayor Pro Tem Chris Johnson, Councilmembers Steve Boss, Kara Anastasio (joined the meeting at 2:20 p.m.), Leslee Goldstein, Marty Hulsebos (In person and by Zoom as it was impractical for all to attend in person due to the on-going concern by the council for COVID-19.)

Absent: Mayor Rogers Badgett

Present in Addition: Loraine Przybylski, Aaron Pickens and James Warren, Iowa Department of Natural Resources

Mayor Pro Tem Johnson called the meeting to order.

  1. Meeting with Aaron Pickens, Environmental Specialist Senior, Iowa Department of Natural Resources (IDNR) to Discuss Expansion of City’s Public Water Supply—Council met with Aaron Pickens and James Warren, Sr. Environmental Specialist, Permits, Compliance, and Enforcement, Water Supply Operations, IDNR to discuss possible expansion of the City’s current Public Water Supply (PWS). The discussion focused on the immediate need to establish a PWS and issue an operations permit for the southern portion of the former Pandit Campus which includes Prairie Village. The following items were discussed with IDNR:
    1. Establishing Maharishi Vedic City (City); ILA, the Prairie Village developers; or Prairie Village Home Owners Association as PWS operator.
    2. Operation of the PWS by the City, including meter reading, collection, billing, liability, testing, and maintenance.
    3. Ownership of main and service water lines.
    4. IDNR’s viability assessment of water supply operators, including financial, technical, and managerial. IDNR to send self-assessment manual to the City to review responsibilities.
    5. Rate structure assistance, technical assistance, and water utility training provided by Iowa Association of Municipal Utilities (IAMU). IDNR will request IAMU to contact the City.
    6. Issuing a PWS permit to ILA as an interim step.
    7. City’s long-term PWS operation plans.

Mayor Pro Tem Johnson adjourned the meeting.
