Minutes of a City Council Meeting

Wednesday, November 9, 2022, 7:00 PM

City Hall, 1750 Maharishi Center Avenue

Present: Mayor Rogers Badgett, Councilmembers Chris Johnson, Kara Anastasio, Leslee Goldstein, Marty Hulsebos (In person and by Zoom as it was impractical for all to attend in person due to the on-going concern by the council for COVID-19.)

Absent: Steve Boss

Present in Addition: Loraine Przybylski

Mayor Badgett called the meeting to order.

  1. Silence—Three minutes of silence was taken.
  2. Public Comments—Resident Janice Haynes commented on return on investment from sewer solar project.
  3. Minutes—Anastasio moved, Hulsebos seconded, to approve minutes from a meeting held on October 26, 2022; Ayes: Johnson, Anastasio, Goldstein, Hulsebos; Nays: none. Hulsebos moved, Goldstein seconded, to approve minutes from a special meeting held on October 27, 2022; Ayes: Johnson, Anastasio, Goldstein, Hulsebos; Nays: none.
  4. Receipts and Claims—Anastasio moved, Goldstein seconded, to approve the report. Ayes: Johnson, Anastasio, Goldstein, Hulsebos; Nays: none.
  5. Update on Ideal Energy Proposal for MVC Solar Development—Ms. Przybylski reported that Ideal Energy will modify their contracts for MVC Solar Development and submit them for City Council consideration in January 2023.
  6. Update on Expansion of City’s Public Water Supply—Ms. Goldstein provided an update on research regarding the possible expansion of the City’s public water supply to former Pandit Campus. Mr. Johnson noted the next stage is determining costs.
  7. Consider Approving Maharishi Foundation Proposal Regarding Pandit Campus Sewer Charges—Goldstein moved, Hulsebos seconded, to approve proposal to change the sewer rate for the former Pandit Campus to the standard customer rate of $14.50 per thousand gallons of water used as determined by the Wapello water meter north of the campus, beginning with the December 2022 invoice. Ayes: Johnson, Anastasio, Goldstein, Hulsebos; Nays: none. The proposal to accept amount received from MFUSA as payment in full for its past sewer bills beginning in 2017 will be considered at the November 23, 2022 Council Meeting.
  8. Consider Approving Water Credit for 1950 Mansion Drive—Goldstein moved, Hulsebos seconded, to approve outside watering credit for 1950 Mansion Drive. Ayes: Johnson, Goldstein, Hulsebos; Nays: none; Abstentions: Anastasio
  9. Update on City Welcome Sign—Ms. Przybylski reported that the replacement City Welcome Sign is ready to be installed. Council discussed fortifying the sign.
  10. Utilities Report—See agenda item 6.
  11. City Hall and Community Center Improvements—Ms. Przybylski announced the City’s Annual Thanksgiving Day Potluck dinner and gave an update on maintenance and new tenant.

  13. Other Business—Mayor Badgett mentioned the passing of resident Charles Edwards III. A memorial flyer will be posted at City Hall.
