Minutes of a City Council Meeting

Wednesday, December 14, 2022, 7:00 PM

City Hall, 1750 Maharishi Center Avenue

Present: Mayor Rogers Badgett, Councilmembers Chris Johnson, Steve Boss, Leslee Goldstein, Marty Hulsebos (In person and by Zoom as it was impractical for all to attend in person due to the on-going concern by the council for COVID-19)

Absent: Kara Anastasio

Also present: Kathy Petersen

Mayor Badgett called the meeting to order.

  1. Silence—Three minutes of silence was taken.
  2. Public Comments—Stellavera Kilcher offered to help decorate City Hall for the holidays and to help with preparing City Hall rooms for use after Covid shutdown.
  3. Minutes—Goldstein moved, Hulsebos seconded, to approve minutes from a meeting held on November 23, 2022. Ayes: Johnson, Boss, Goldstein, Hulsebos; Nays: none.
  4. Receipts and Claims—Hulsebos moved, Boss seconded, to approve the report. Ayes: Johnson, Boss, Goldstein, Hulsebos; Nays: none.
  5. Resolution to Approve Annual Financial Report for Fiscal Year 2022—Hulsebos moved, Goldstein seconded, to adopt a resolution approve the Annual Financial Report for Fiscal Year 2022. Ayes: Johnson, Boss, Goldstein, Hulsebos; Nays: none. Resolution number 20221214 was assigned.
  6. Consider Committee Assignments
  7. Submitting Documents Related to the Subdivision Approval: Assign the City Development Committee to Assist Prairie Village Developers in the Submission—The council discussed an engineering report from French Reneker Associates, first responders, water and sewer service and maintenance, as related to the subdivision. Mayor Badgett assigned the City Development Committee to assist Prairie Village developers in completing subdivision submissions.
  8. Annual Water Rate Ordinance Review: Assign Review to the Finance Committee with Recommendations Due December 28, 2022. Mayor Badgett assigned the issue to the Finance Committee.
  9. Annual Sewer Rate Ordinance Review: Assign Review to the Finance Committee with Recommendations Due December 28, 2022. Mayor Badgett assigned the issue to the Finance Committee.
  10. LL Pelling 2023 Sealcoat Proposal: Assign Review to the Public Works Committee with Recommendations Due January 25, 2023. Mayor Badgett assigned the issue to the Public Works Committee.
  11. Committee Reports—Marty Hulsebos reported on promoting the trail system.
  12. Other Business—None.
