Minutes of a City Council Meeting

City Hall, 1750 Maharishi Center Avenue

Present: Mayor Rogers Badgett, Councilmembers Chris Johnson, Steve Boss, Kara Anastasio, Leslee Goldstein, Marty Hulsebos (In person and by Zoom as it was impractical for all to attend in person due to the on-going concern by the council for COVID-19.)

Absent: None.

Mayor Badgett called the meeting to order.

  2. Public Comments—None.
  3. Minutes—Anastasio moved, Goldstein seconded, to approve minutes from a meeting held on January 25, 2023; Ayes: Johnson, Boss, Anastasio, Goldstein, Hulsebos; Nays: none.
  4. Receipts and Claims—Anastasio moved, Hulsebos seconded, to approve the report. Ayes: Johnson, Boss, Anastasio, Goldstein, Hulsebos; Nays: none.
  5. Treasurer’s Report—Postponed.
  6. Consider Approving LL Pelling 2023 Sealcoat Rates—Johnson moved, Anastasio seconded to consider approving LL Pelling 2023 sealcoat rates; Ayes: none; Nays: Johnson, Boss, Anastasio, Goldstein, Hulsebos
  7. Consider Approving 2023 ICAP Insurance—Johnson moved, Anastasio seconded, to approve the 2023 ICAP insurance quote. Ayes: Johnson, Boss, Anastasio, Goldstein, Hulsebos; Nays: none.
  8. Consider Request from Walnut Creek HOA to Approve Redefined Boundaries— Johnson moved, Hulsebos seconded, to approve Walnut Creek HOA request to approve the subdivision’s property line adjustment. Ayes: Johnson, Boss, Anastasio, Goldstein, Hulsebos; Nays: none.
  9. Sewer Report—Ms. Przybylski gave an update on Mandala One replacement pump and maintenance of the pump near the Spring Sunrise Ghee factory.
  10. Update on Public Water Supply for Former Pandit Campus—Mr. Boss gave a report on the City’s efforts to help find a solution to the ongoing issues with the Public Water Supply for former Pandit Campus. Council discussed the possible expansion of the City’s Public Water Supply operation.
  11. Council Procedure Recommendations from League of Cities— Boss reported on council procedure recommendations from the League of Cities regarding communication and Committee membership and Council discussed.

  13. Community and Economic Development Committee — Boss reported on updated proposal from Ideal Energy and potential funding sources.
  14. Community Outreach Committee—Mr. Hulsebos and Ms. Goldstein reported on opening of City Hall for programs and events including recommendation to cover expenses related to preparing rooms, hiring cleaning service for City Hall, and engaging City Attorney to review lease agreements and Council discussed. Ms. Goldstein reported on recommendation for Committees to create annual objectives and goals.
